Where Winnetka draws the permit line
The Village of Winnetka spells out remodeling permits in unusual detail. Replacing existing kitchen or bath cabinets does not require a permit when no electrical work is included and plumbing fixtures use the existing supply and drain lines. A permit is required for new walls, removal of existing walls, or replacing 100 square feet or more of drywall or plaster. In a basement, building or altering walls, extending electrical circuits, plumbing drains or vents, or ductwork requires a permit. Any addition needs a permit regardless of size.
Interior remodels and additions require a scope of work. The village says interior remodeling reviews typically take two to three weeks, additions typically take three weeks for initial plan review, and revision submittals typically add seven to ten business days. A building permit is valid for 15 months. Winnetka does not maintain its own contractor licensing program and accepts State of Illinois licenses, or licenses from testing municipalities for electricians.
Site rules for additions
The addition application calls for a plat of survey no more than five years old, civil engineering plans, and a tree protection plan, and the zoning worksheets cover lot coverage and gross floor area. A removal permit is required for any tree 8 inches or more in diameter at breast height. Grading changes and new or replaced impermeable surfaces such as patios and walkways also need permits, and floodplain development has its own permit application. The construction site guidelines set regular hours of 7 a.m. to 7 p.m. on weekdays and 9 a.m. to 6 p.m. on Saturdays, prohibit construction on Sundays and holidays, and keep demolition, excavation, and foundation concrete off weekends. Street openings are prohibited between November 15 and March 15, which can affect when utility connections happen.
